The Importer Security Filing (ISF, often called "10+2") is required only for cargo arriving in the United States by vessel. It must be filed no later than 24 hours before the cargo is loaded aboard a vessel bound for the United States (19 CFR 149.2).
When it does not apply
- A truck or rail car crossing from Canada with goods that never travelled on a vessel bound for the United States.
- Cargo that arrives by vessel at a Canadian port and is then trucked or railed into the United States.
Those shipments rely on the carrier's advance cargo information and the entry we file.
When it applies
Ocean shipments that arrive by vessel at a U.S. port, including FROB, IE and T&E movements that call a U.S. port.
What to send us
- The origin and the full routing, including any ocean leg
- The bill of lading
- The commercial invoice and packing list
Why it matters
An ISF is a separate filing with its own timing and penalties. If it is needed and missed, it is hard to fix after the cargo has moved. A short conversation before you book is cheaper.
